Une recension de l’ouvrage The Legitimacy Clash: Challenges to Democracy in Multinational States vient de paraître dans la revue Public Law

« The Legitimacy Clash, written by the Canadian political scientist Alain Gagnon, offers a timely and rich contribution to the debates on national diversity and federalism. The book’s main claim is that the pursuit of political legitimacy in plurinational societies requires the recognition and empowerment of minority nations. This recognition and empowerment contributes to the formation of a bond of trust between the various nations cohabiting the state—both majority and minority —that is essential for the maintenance of political stability (p.103). Gagnon advocates for a specific model for achieving these goals: multinational federalism. The argument draws primarily from Gagnon’s deep experience on Canada-Quebec constitutional politics, but includes multiple references to other cases, especially to Spain and the United Kingdom (UK). The book is part of Gagnon’s triptych dedicated to multinational federalism which also comprises The Case for Multinational Federalism: Beyond the All-Encompassing Nation (2010) and Minority Nations in the Age of Uncertainty: New Paths to National Emancipation and Empowerment (2014). ».
